Data & QRIS
The Data and Quality Rating and Improvement Systems (QRIS)
Subcommittee is committed to the utilization of early childhood
data in Texas to inform decision-making of parents, providers, and
policymakers. The goal of the Subcommittee is to investigate
both the development of an integrated early childhood data exchange
system and to make recommendations for integrating Texas' diverse
quality rating initiatives into one QRIS for Texas. The
Subcommittee will complete two projects over the course of the
Council's three-year grant to improve the state's access to early
childhood data and improve school readiness in Texas.
Each of the Council's Subcommittees will complete projects that
fulfill requirements from the Council's authorizing

here. The Data and QRIS Subcommittee will fulfill one of
these mandates:
- Develop recommendations regarding the establishment of a
unified data collection system for public early childhood education
and development programs and services throughout Texas
Initiatives
The
On-Track System (TOTS)
The Council will investigate the feasibility of a statewide
early childhood data exchange system for Texas. The Council
originally planned to build and implement this data system, known
as The On-Track System (TOTS). Unfortunately, the Council's
feasibility study suggested that this project is not feasible now,
but could be in the future. The Council will develop
recommendations to the Governor to inform the development of an
early childhood data exchange system in the future. For more

Texas
Quality Rating and Improvement System (QRIS)
The Council will develop recommendations for a statewide QRIS
for Texas. These recommendations will be developed by a
consultant, using a framework developed by the Data and QRIS
Subcommittee. The Council released a Request for Proposals
(RFP) to contract with a consultant to complete this work. Visit our webpage on
